You decide it yourself. Starting low keeps cost per shot small while you learn fish values, and stepping up costs more per shot but lands more damage on the large targets.

Our four-seat rooms put you on a shared ocean with other anglers, all firing at the same schools. Each cannon keeps its own balance and its own individual catches.
